No earth resistance meter can measure the soil resistance in a system where the neutral is connected to the ground. It will always measure the value of the lowest resistance, which is the neutral. To measure the resistance of the grounding system, it is mandatory to disconnect the ground from the neutral at the equipotential bonding bar. This is independent of the manufacturer and model of the earth resistance meter.

TT and IT systems will measure normally.
