Voltage in the manual is stated to be up to 240V, but there are regions and three-phase connections with higher voltages! How to resolve this?

Allnec earth resistance meters use only one energized phase from utilities; one should not consider voltage between phases but only a single phase that will not exceed 240V. If there are any doubts regarding the local voltage, it is recommended to use a multimeter between one of the phases and the neutral. This way, you will know the actual voltage you will be working with.
